We are currently looking for a Regulatory Specialist to join our project office in Perth, Australia.

Working closely with our engineering and project management base in Delft, the Netherlands, the Perth office is responsible for securing new work and preparing and executing construction projects in Australian waters. Allseas has a 20-year track record of serving the Australian energy industry, leveraging our offshore expertise and deep-water technology to help clients realise their field development goals.

The Regulatory Specialist works within the QHSE Department. The QHSE Department consists of a complementary team of quality, safety/marine-safety and environmental specialists. The Regulatory Specialist supports the onshore and offshore line organisation with development, submission and implementation of Vessel Safety Cases for operation in Australian Waters on various projects. This includes both State and Commonwealth jurisdictions.

Your role

In this role, it is your responsibility to ensure Allseas Australia is complying with all vessel safety case requirements are per

  • Offshore Petroleum and Greenhouse Gas Storage Act 2006 (OPGGS Act) and associated Regulations for commonwealth waters
  • Applicable Act/s and Regulation/s for relevant state waters

You will provide technical HSE support to Australian project management teams and develop and implement project specific plans and procedures (deliverables) in accordance with the Australian regulations and contractual requirements.

You will develop and submit applicable vessel safety case to relevant regulator [NOPSEMA, DMIRS(WA), DITT(NT)], and liaise with relevant regulator in all HSE related matters.

Besides this, you will:

  • Carry out or participate in internal and external audits as required by the management system, project (contract) requirements and regulatory requirements;
  • Facilitate/participate in company and contractor risk workshops;
  • Liaise with vessel and project teams to develop and implement robust risk control measures with demonstrated ALARP principals.

What we expect from you

We are looking for an enthusiastic engineer who is motivated to learn and contribute to our team in Perth. To succeed in this role you are a results-driven team player, with a hands-on mentality. You are analytical, accurate, flexible and service oriented.

You have

  • BSc/MSc degree in Engineering, or equivalent;
  • Minimum 8 years’ experience in Risk or HSE (any industry) with 5 years’ specific experience in items listed here;
  • Proven experience across the oil & gas construction industry;
  • Specific experience with writing vessel safety cases and submission to NOPSEMA or state regulators;
  • High attention to detail and good technical writing skills;
  • Previous risk consulting and technical advisory experience;
  • Background in risk facilitation
  • Experience with auditing against the ISM Code, the ISO 9001 and/or the ISO 14001 Standard;
  • Excellent English communication skills;
  • Medically fit to travel and work offshore.
